Jaffa's first railway station (1902) and the neighbouring Batei HaOsef museum compound stood side by side for years without working as one place. The station lived mostly on retail and leisure, while the fenced museum stayed cut off from the city. Opening the fences joins the two into a single compound of 49 buildings and links the city centre and Park HaMesila to the sea. The proposal sets out one shared identity and an operational programme for the compound. Public uses lead, as the zoning plan's 80/20 public–commercial ratio requires, and curated local tenants support them, so the compound stays active through the whole day.
